Although I dislike Biden and Trudeau I will give the Americans credit for providing more aid and up to date military equipment than any other country. Without U.S. help Ukraine would have lost the war long ago. After Viet Nam, Iraq and Afghanistan you can not blame the Americans for not sending troops.
I blame Biden for abrogating the Budapest Agreement. Don't make agreements you plan to ignore when called upon. Had that agreement not been signed, Ukraine would have kept nuclear weapons and never been invaded. An agreement to give up your ability to defend yourself in return for a U.S. commitment is pretty hollow if that commitment is bullshit. I suspect NATO is equally fragile and that United States will not act if the invasion of Ukraine spreads to NATO members. Biden is too weak to act and Russia knows it. Neville Chamberlain had more spunk.
